In my newly released book on the history of stealth biological weapons, The Sleeper Agent: The Rise of Lyme Disease, Chronic Illness, and the Great Imitator Antigens of Biological Warfare, I explain the concealed manner in which contemporary biological warfare programs have developed and operated for the last century – secretly – using the cover of benign medical and agricultural research and maintained in such a way as to be indistinguishable from defensive or benign scientific research. I discuss not only how it is done, but also why it is done, so that the uninitiated can grasp it with ease.
First, let it be known that in World War I, the use of unconventional weapons like chemical and biological weapons by Germany left a horrifying imprint upon the memory of those who witnessed the grisly deaths caused by chemical weapons, and the use of germs to sabotage horses used for military and medical purposes caused such a disruption that Germany was sanctioned by the League of Nations resulting in the Treaty of Versailles, a treaty that enacted heavy fines against Germany that were economically crippling and outlawed them from maintaining a military on their homeland. It took Germany over 92 years to finish paying their debt from these sanctions and paved the way for the rise of Nazi Germany with the aid of the Soviet Union.
The League of Nations made an example out of Germany, and gave a harsh reminder to other nations, what would happen to them if they decided to follow in the same footsteps as Germany. It was not enough to prevent the global superpowers from continuing to develop such weapons, but it changed the manner in which it was done. Because no one wanted to end up like Germany, they found ways to hide the research and development of such weapons under benign covers like agricultural, medical, and general scientific research that would be indistinguishable from benign research. It allowed such research to be disguised and hidden not only from their own civilian population, but also from prying enemy eyes. Germany’s overt use of such weapons in World War I brought them a very bad reputation and from that point forward, chemical and biological warfare was seen as a dirty business and most countries would vehemently deny engaging in it, despite the fact that they were all doing it. It is for this reason you will never ever hear of a weapon being called a weapon on paper or in discussion, they simply do not make this mistake.
As a result of these special unconventional weapons used by Germany in World War I, the League of Nations held the 1925 Geneva Convention with international treaties enacted to ban the use and stockpiling of chemical and biological weapons. Most if not all countries were not abiding by the treaty in the decades to follow and several biological warfare programs of global superpowers became known and the Geneva Protocol of 1925 did not offer much clarification on research to defend against biological warfare. As a result, a revision was made and a new treaty was put forth in 1972 called the Biological and Toxin Weapons Convention (BTWC), and this new treaty allowed biological warfare research for defensive purposes.
As a result of the BTWC of 1972, many offensive biological warfare programs actually expanded because they would be covered legally if they said it was simply "defensive research," so it gave them a protective blanket to cloak their nefarious biological warfare research as defensive work, and they could get away with far more offensive work than in the days when the 1925 Geneva Protocol Treaty was the rule of thumb.
